Get your entrepreneur visa in Malaysia (MTEP)

Malaysia is trying to strengthen the country’s global competitiveness and innovation. One of the country’s strategies are in by nurturing a generation of business starters and engineers. Introducing “Malaysia Tech Entrepreneur Programme”, an initiative in realizing mentioned strategies.

This programme was introduced in hopes of attracting foreign skills and speciliaties in starting new business ventures in Malaysia. For those who meet the requirements and pass MTEP’s screening will then be granted a work pass in the country.
 

Obtain an entrepreneur work visa through “Malaysia Tech Entrepreneur Programme(MTEP)”

MTEP was designed to attract tech entrepreneurs (founder or co-founders) to start businesses in the tech industries in Malaysia. Qualified individuals will be granted a work pass (entrepreneur visa) to begin work in Malaysia.
Eligibility will be based on these three categories set by MTEP below:
 

The 3 categories (eligibility criteria)

  • New Entrepreneur
  • Experienced Entrepreneur
  • Venture Capital

New Entrepreneur

  • Foreign new entrepreneurs with business ideas but no business track record in the tech industry (founder or co-founder).
  • Professional Visit Pass (PVP-MTE) : 1 year validity (renewable upon first year achievement)

Experienced Entrepreneur

  • Foreign entrepreneurs with a proven business track record in the tech industry (Founder or co-founder)
  • Establishment of more than 3 years
  • Past 2 years audit report
  • Residence Pass (RP-MTE) : 5 years validity (renewable)

Venture Capital

  • Founder, co-founders or Malaysian venture partner
  • Minimum fund of RM 10 million
  • Registered with Securities Commission Malaysia as Venture Capital Management Corporation (VCMC)
  • Residence Pass (RP-MTE) : 5 years validity (renewable)

Requirements for New Entrepreneur

  • Business plan resources:information detailing proposed business idea, market opportunity and financial plans
  • Financial performance:3 months of personal bank statements with a minimum of RM50,000 capital (not limited to Malaysian banks)
  • Local sponsor
    1. Offer or rental agreement from Malaysia Digital Hub or an accredited partner (such as MaGIC etc)
    2. Personal letter of guarantee signed by the authorized sponsoring organization in Malaysia (e.g. Malaysia Digital Hub, MaGIC).
  • Certificate of Good Conduct:a document issued by the embassy or enforcement agency indicating that applicant does not have any criminal record in his/her country of residence

Requirements for experienced entrepreneur

  • Business plan resources:information detailing proposed business idea, market opportunity and plans in securing financing
  • Financial performance:3 months of personal bank statements with a minimum of RM50,000 capital (not limited to Malaysian banks) and proof of business performance (2 years’ worth of financial reports
  • Local sponsor
    Declaration by a Malaysian who is over the age of
  • Certificate of Good Conduct:a document issued by the embassy or enforcement agency indicating that applicant does not have any criminal record in his/her country of residence

Frequently asked question

Do I need to be in Malaysia to apply?

No, application can be done outside of Malaysia. Application from Japan is possible.
 

Can submission of application be in my own mother tongue?

Application forms should be done in English.
 

Can I bring my family as well?

Experienced entrepreneurs can only bring immediate family members . This includes:
a. Spouse
b. Children under 18 years old
c. Children with disabilities verified by professionals (no age limit)

This does not apply to new entrepreneur applicants.
 

What happens when my pass is due to expire?

Upon successful establishment of your business in Malaysia, the work pass can be renewed.
(a year for new entrepreneurs and up to 5 years for experienced entrepreneurs)

Renewal notifications will be sent out 2 months prior to current pass’s expiry.
